Contributions to the Washington State Pension Plan are not taxable on your Federal return, therefore you can select the bottom option on the drop-down- "Other (not classified)"  for Box 14. 

Massachusetts gives an option for the retirement funds to be put into a Roth account, and thus taxes the contributions, but Washington State has no such option and also no income tax, so you can use "Other".
