You can generate estimated tax voucher from "Other Tax Situations" section. Click on "Other Tax Situations -> Other Tax Forms -> From w4 and Estimated Taxes".
For MA state, as you go thru state tax question, TurboTax will ask you about estimated taxes for next year. It is located under "Other Situations" on state return.
