EUREKA!
I stumbled onto a fix FOR SOFTWARE BUG. Instead of checking the box 7A in step by step mode I entered the checked box in 7A in the forms mode and saved and did error check from forms mode and was all good. When I when back to step by step mode the and ran for errors the issue did not trigger an error either.
