Yes, you can add them together.  Box 14 on Form W-2 is for information purposes, meaning amounts reported there do not flow directly in to the tax return.  Employers can put just about anything in box 14; it's a catch-all for items that don't have their own dedicated box on the W-2.  For more information on on Box 14, see What is box 14 on my W-2 for?
