Hi, I had a similar issue. I received Statement A with my K-1 and after some effort, trial and error, I successfully entered the info in TTax.
At first, I didn't get all the info in the right places and got this error after running "Smart Check"
"Box 20 code Z has been selected but no Section 199A income has been entered on Statement A."
I looked for Statement A in TTax but could not find it. I went back through the guided K-1 input section and after I checked the right boxes and entered the right numbers, it worked. On the page where it says
"We need some information about your 199A income"
I put a check marks on
[Business name] has business income (loss)
[Business name] has UBIA of qualified property
And entered the info from my K-1 Statement A
No more errors.

I think the phrasing of the TTax error is misleading "...no Section 199A income has been entered on Statement A" makes me think there must be a Statement A in TTax. maybe it could say something like this "
"Box 20 code Z has been selected but no Section 199A income has been entered from your K-1 Statement A."
Other than that, I think correct to say that the K-1 needs to have Statement A if it has Box 20 Z selected for 199A income, and TurboTax creators could update the Smart Check error text to avoid some confusion.
