TurboTax does income tax returns, not property tax returns. While you can often deduct property taxes on your federal return, it is up to the taxpayer to ascertain what property taxes have been paid.
The property tax refund is determined by whatever taxing agency assessed the property taxes in the first place: city, county, or state. You will need to refer to those agencies on the status of any property tax refunds.
