Yes, if you are the custodial parent, you are eligible to claim both the Child and Dependent Care Credit and the Earned Income Credit, even if you don't claim the child's exemption. Just be careful when entering your information to show that the child lived with you for the entire year, and that you have an agreement with the other parent, and that parent will claim the exemption this year, because sometimes this issue can create confusion.
