Yes, distributions from his HSA can be used to cover any qualified medical expenses incurred by you, as his spouse, or his dependent after the date on which his HSA was established. Regarding your own medical expenses, only expenses incurred while you are his spouse are qualified expenses for the purpose of a distribution from his HSA. Having an HDHP plan is only a requirement for making contributions to an HSA, not for receiving distributions from an HSA.
