I do not have a medical insurance in USA for the period i stayed outside USA, but i have a medical insurance in the country i stayed in it, so should i pay penalty?

i stayed about 4 months outside USA without medical insurance in USA but having another medical insurance in Egypt which i stayed in it, so should i pay penalty for that?
