Yes, the IRS allows you to claim medical expenses for medical procedures outside of USA as long as it is a legal procedure and not “unnecessary cosmetic surgery”, and can be substantiated by documents. This is the same requirement for procedures done in the US. IRS Publication 502 will give you more information and an extensive list of covered medical expenses. 

There is no specific rule for the substantiation documents. But generally, it should at least include name and address of the payee, amount and date of the payment, and a description of medical services.

Is there any way you can request the clinic to provide you a document showing these items?
