Maybe or maybe not.  If you enter the property tax shown on both 1098 forms, the amounts will be added together.

You need to verify from another source the total amount of property tax that was paid for 2016.  It is possible that your locality has property taxes paid more than one time per year and both amounts should be entered.  For other places, that would not be the case if property taxes are paid only once per year. 

Once you know the total amount that was paid for the year from your escrow account, then you can determine if both amounts from the 1098 forms should be entered.
