It seems like there should be somewhere under the federal property tax section that should allow you to do this. These tax breaks are paid out in 2017 and on the NY return it says "If you itemize your deductions, and received your check(s) in 2017, reduce your deduction for real estate taxes paid by the credit amount(s).".
