No, if your employer reimbursement for business miles is not included in your taxable income on your W-2, then you will NOT be able to claim a deduction related actual vehicle expenses (like depreciation (which would be considered a wear and tear expense)). According to the IRS, you are only allowed either standard business miles (your reimbursement) or actual business expenses but not both.
