Yes, the cost of adaptive equipment installed in your vehicle qualifies as medical expenses, deductible on Schedule A, if you itemize.  Per IRS Publication 502 "You can include in medical expenses the cost of special hand controls and other special equipment installed in a car for the use of a person with a disability" https://www.irs.gov/publications/p502#en_US_2018_publink1000178914
