The IRS does require some foreign pensions to be reported:

The 1040 instructions page 21 says to report foreign pensions on lines 16a & 16b.

The only way to do that in TurboTax is with a "dummy" 1099-R using a 4852 substitute 1099-R form since foreign sources so not issue  an  actual 1099-R.   The explanation statement that is part of the 4852 would inform the IRS that this is a foreign pension being reported on line 16 per IRS instructions.

In the past entering 99-9999999 for the EIN worked, but for 2017 it does not, however other users have reported that 11-1111111 works fine for a dummy EIN to satisfy the TurboTax error check.
