The new fence is not deductible, but the loss of the old fence can be reported as a Casualty Loss. You may find the Casualty Loss interview on the Federal Taxes tab under Deductions & Credits.
Scroll down to All tax breaks and look for Other Deductions and Credits, then Show More. Casualties and Thefts is the third option.
