Foreign tax credit is a non refundable credit against taxes, meaning the credit will take taxes owed to ZERO but not beyond. Did you have a tax liability in your tax return? If you had no tax due on your tax return, your foreign tax credit will show as zero since there is no tax liability to apply the credit to.
