No,you do not need to enter anything on Form 1116 for foreign taxes on foreign dividends that you enter in 1099-DIV section of TurboTax.   There is a place in the 1099-DIV entry form in TurboTax where you can enter both the dividend income and the foreign taxes. 

With your return open:

  1. Click on Income & Expenses at the top of the page
  2. Scroll down and click on Interest and Dividends
  3. Click on Start or Revisit next to Dividends
  4. When you are inputting your 1099-DIV income, check the box that says "My form has info in more than just these boxes"
  5. Enter the foreign tax paid
