Probably not. The IRS requires:
Expenses are [deductible] for the care of a qualifying person only if their main purpose is the person's well-being and protection.
The IRS says these type of fees are deductible only if:
...activities are incidental to the childcare, and their cost cannot be separated from the cost of care
