Yes, technically, but no practically.   Medicare, medicare supplement and medicare advantage premiums are deductible as medical expenses. But. medical  expenses are  only deductible as an itemized deduction, subject to the 7.5% of AGI threshold.

Any medicare premiums on your SSA-1099, will be picked up automatically by TurboTax (TT). Enter other premiums at Deductions and Credits / medical.

If you normally use the standard deduction, you don't need to bother entering medical or other deductions. The standard deduction doubled in 2018.  So, if you did not itemize in the past, you will not itemize in 2018.

If you are not sure, enter all your expenses, TT will handle it.
