No, not If you are asking if you can deduct as Medical Expenses the insurance premiums you  paid with pre-tax dollars from your government employee health insurance program. 

It's rare for an employer to withhold medical insurance from post-tax money, which means that the amount withheld wouldn't be deducted from box 1 of your W-2 and you'd pay tax on it. Any government agency wouldn't do this. 

You didn't pay tax on the amounts withheld for health insurance, so you don't get an additional deduction on top of that.
