One cannot deduct federal taxes paid for a prior year liability.
However, if you are referring to state tax paid in 2016, follow the below steps.
- Click on Federal Taxes (Personal using Home and Business)
- Click on Deductions and Credits
- Click on I'll choose what I work on (if shown)
- Scroll down to Estimates and Other Taxes Paid
- On Estimates, click on the start or update button

Click the jump
to estimated taxes paid ink in the search results
Scroll down to last category :Payments for 2014 or a prior year state or local income taxes paid in 2016
