No, mailing your return probably will not fix the rejection issue with your return.  

 

You mentioned that you purchased your EV from your father.  Unless he is a licensed dealer, then your purchase does not qualify for the Used Clean Vehicle Credit.  (If he is a licensed dealer, then there is a problem with the information submitted with the IRS at the time of the purchase and mailing your return may help.)
