Absolutely sure third party data sharing is on. One of the first things I checked. The crazy thing is I've already successfully download multiple other E*trade data relating to my tax advantaged retirement accounts which are available much earlier than regular brokerage accounts. Crazy.... My sense is this is something introduced in one of the recent updates and seems to have nothing to do with the actual download process, never gets there. Just can't activate the request period.
