Deductions & credits
The 1099-SA reports the total HSA distributions (the money you took out) for 2024. This has nothing do to with excess HSA contributions for 2024.
Instead, your situation is that TurboTax has calculated - based on your answers - that your annual HSA contribution limit is $zero, so anything you contributed (the code W amount) is "excess".
Please go back to the HSA interview (Deductions & Credits->Medical->1099-SA, HSA, MSA) and go all the way through to the end of the interview (until you get to the Summary at the end). In this interview, TurboTax will ask you what type of HDHP policy you had and for how many months., so it can calculate the annual HSA contribution limit.
