You shouldn't need a TIN because it's not submitted as part of your filing. I've filed using the desktop version without TIN/EIN for 1099-INT/DIV payors and the returns were accepted. if this is an issue with online they try 36-1234567. you can also leave the payer's address and zip code blank for the same reason.
