In general, Emergency Assistance Grants are not taxable. As long as the group providing you with emergency assistance is a charitable organization then you should not have to declare the help.
You also would not declare the help if you received a FEMA grant or emergency student aid. But if you received emergency assistance from your employer that could be considered taxable.
