The Payor is clearly listed at the upper left of the 1099-SA where it says "TRUSTEE'S/PAYER’S name..."
"asks the questions after the form(s) entry." What questions are you referring to? The entry of the 1099-SA is nearly the first thing in the HSA interview so nearly all questions are asked after the form's entry.
