Yes, you can enter 100% on your return if he allocates 0% for all three entries. There will not be issues if he claims other dependents that are not on the 1095A form you have. See Allocating policy amounts.
PLEASE NOTE: If you are married and file separately, you cannot claim the Advanced Premium Tax Credit and may have to pay back the amounts you received unless an exception applies.
