I have read all of the sources you provided. I am especially familiar with the IRS memo and the Interest Tracing handout. Both of them are clarifications of Section 1.163-8T of the Tax Code 'Allocation of Interest Expense Among Expenditures' and apply only to the equity portion a mortgage.
