Unfortunately this is an unfound rumor that has been floating around on the internet. As of today (7/31/24) there has been no changes to the child tax credit that would result in monthly advanced payments.
This rumor has its roots in the 2021 advanced child tax credit payments that were part of the American Rescue Plan of 2021. Someone then changed (photoshopped) the details of that law to make it appear that it was re-enacted for 2024, and uploaded it to the internet, and it spread rapidly from there.
