"Do not include the costs for labor, assembly, preparation, installation" for Window installation is not possible

Has the IRS and TurboTax come up with better guidelines in the past 5 years? The typical residential customer cannot get a breakout of material prices for window installation. We got at least 7 different estimates for window replacement and every single installer only provided the Total Cost for Removal+Installation+Materials. We actually tried a few times to get a breakdown of different window types, but they would not give individual window part prices. Even our installer will not provide a breakdown for tax purposes. It seems that window companies want to keep materials, labor, and markups obscured, making it harder to compare vendors and installers.

 

All that I can find online is that Intuit advises that the users of TurboTax to either 1) risk a penalty if audited if including the entire price, or 2) just forget the $600 Home Energy Credit.

 

TurboTax and the IRS must have come up with guidelines by now. How many thousands entering Home Energy Credits for windows has had the question of materials break-out from the total?
