TurboTax will complete Form 8283 for noncash contributions with the Federal return. However, it isn't included in the forms that are electronically filed. If you enter your Charitable Donations in your Federal Return (even if you are not itemizing), TurboTax should generate form 8283 for you. However, the program considers it a worksheet and doesn't include it with forms required for filing.
The form states "Attach one or more Forms 8283 to your tax return if you claimed a total deduction of over $500 for all contributed property." I am forwarding your concern about the fact that the product isn't programmed to attach the form for consideration for future updates.
If you are using TurboTax Desktop, you can fill out the form yourself using FORMS mode and asking for Form 8283 in 'Open Form'.
If you are required to submit the form, you can also print it out and mail it separately.

You must fill out one or more Forms 8283, Noncash Charitable Contributions following the prompts in TurboTax if your deduction for each noncash contribution is more than $500. If you claim a deduction of more than $500, but not more than $5,000 per item (or a group of similar items), you must fill out Form 8283, Section A. If you claim a deduction of more than $5,000 per item (or a group of similar items), you must obtain a qualified appraisal of the item or group of items and fill out Form 8283, Section B. If you claim a deduction of more than $500,000 for a contribution of noncash property, you must fill out Form 8283, Section B, and also have a qualified appraisal.
California will also look for Form 8283 to have been completed in the Federal return. If one is required, you should still be able to e-file your California return but mail in the Form 8283.
If you are electronically filing your tax return, you must include the Form 8283 data in the electronic submission. Enter all information requested by a line of Form 8283 on the electronic Form 8283, except for any required signatures. You must attach the completed Form 8283 with any the required signatures to your tax return, either as a PDF attachment when electronically filed, or mailed to the IRS with Form 8453.
You must file one or more Forms 8283 if the amount of your deduction for each noncash contribution is more than $500. You must also file Form 8283 if you have a group of similar items for which a total deduction of over $500 is claimed.
Noncash contributions over $500 require IRS Form 8283, Noncash Charitable Contributions, to be completed and filed with the tax return for the year of the donation. If you are claiming a deduction for a contribution of noncash property:
- Greater than $5,000, then a qualified appraisal of the noncash property is needed. However, it does not have to be included with the tax return.
- Worth more than $500,000, then a signed qualified appraisal must be included with the tax return for the donation year.
