Is this for Hawaii?  If so, you can return to the Hawaii state interview and change your answer to NO.   The $25 credit will be removed, but you will be able to file.  Click on State Taxes > Your State Returns from the left side menu, choose Edit, and click through until you come to the car seat question, see below, again.  This time, select NO.
