Yes, you can claim a credit for Foreign Tax Paid on a 1099-Div without itemizing or submitting Form 1116, as you mentioned.

 

Once you have entered the info from your 1099-Div, in the Foreign Taxes  section, the first page says 'you told us you paid foreign taxes on a 1099-Div, 1099-Int..'

 

Although the next page says you need to complete Form 1116, this will not apply in your case.

 

Continue, and Review your 1099-Div entries, using Country 'RIC' and Continue.  Enter Amount of Foreign Dividend Income. 

 

Your Foreign Tax Credit appears on Schedule 3, Part I, Line 1.
