You will have to see how much of the Michigan registration is based on the car's value. Only an ad valorem tax is deductible (i.e. a tax based on the value).
I would think that if any of the car's registration is tax-deductible (you may need to call your local tax assessor-collector to find out), that you should be able to deduct it on Schedule A.
