A mobility scooter qualifies as a medical expense.
The IRS says:
You can include medical expenses you paid for an individual that would have been your dependent except that:
- He or she received gross income of $4,700 or more in 2023,
- He or she filed a joint return for 2023, or
- You, or your spouse if filing jointly, could be claimed as a dependent on someone else's 2023 return.
So if your mother is your dependent or would have been your dependent under the above conditions, you can use your HSA funds to pay for her mobility scooter.
