A. What gives is simply that "all other sources" are wrong. You must have earned income to get the refundable Additional Child Tax Credit. Even then, it's not $2000 per child. As others have pointed out, you were probably reading stuff referring to the one time only 2021 rules for the Additional Child Tax Credit.
