The Child Tax Credit (CTC) is a nonrefundable credit - that is, the credit cannot exceed your tax.
If you really made $5k in 2023, then you probably don't have any tax assessed, so the CTC is zero.
The Additional Child Tax Credit is refundable, meaning that is any credit is left over after applying it to your tax (which is probably zero), then that remainder - evidently $230 - is refunded to you.
