I believe you mean you need to submit the North Dakota return because you are claiming a credit for taxes paid to that state on your Minnesota tax return. If so, it would be best to mail the return in, but you could try e-filing it as it may get processed OK without the attachement. If it gets rejected, you can then mail it in.
