I am surprised that Turbotax doesn't ask about this great state credit. It's on Schedule CMS, Credit Manager Schedule. You can go to the form at view forms. There is a drop-down list in Section 1 that includes Community Investment Credit. Select that and then enter the rest of the information. Don't do anything in boxes 1b and 1c. Boxes 1f and 1g allow you to carry credit over to the following year, if you want.
