You most likely either don't have any tax for the credit to offset, or other credits have already offset the tax for the year.
The Adoption Credit is a nonrefundable tax credit, meaning that it can only offset whatever tax you may owe in a given year.
So, if your taxes were, for example, $3,000, and other credits offset that $3,000, any adoption credit would carry over to the next year. See the Credit Limit Worksheet -- Line 15 in the Instructions for Form 8839 to see the order in which credits are applied to tax.
But when you file your return next year, any amount that wasn't used this year will be available to offset whatever tax liability you have next year. This can go on for up to five years, until the credit finally is used up in offsetting your taxes.
