Yes, Box 15 State ID refers to the State that received the state tax withholding (usually the taxpayer's state of residence). Enter your state's two-letter postal abbreviation (ex: CA for California). 

 

The Payer's State No. is a number assigned by the State to the source of the retirement distribution (typically a bank or brokerage). Most state programs do not pick up any state codes entered in this box. 

 

Entering a payer number in the second box may be important if you're planning to file the State return electronically. You'll be asked for this number during the State review section if needed. But if you are filing a paper state return with either Minnesota or Virginia, you will need to enter the payer's State Identification number. These states require this information to complete the return.
