Will I get a carryover for my $5000 energy credit for NY state? i didn't get full $5000 credit without any explanation

federal explain why i can't get the full credit for the energy credit and it says it's going to be carried over to next year. but NY energy credit is not fully given even though im eligible to receive it. im short around $1800
