I did deliberately decline receiving any credits - but I actually just discovered my issue.
I had incorrectly entered a 1099-G (state return) form under the also labeled 1099-G for unemployment.
We didn't receive any unemployment, but it was categorizing us as being eligible and therefore eligible for a higher health insurance premium credit.
Once I corrected the placement of the 1099-G form information and removed any mention of unemployment, the refund went way down again, sadly...
