I don't know. It doesn't seem to be a tax on income but rather a tax on property. The former is eligible for the foreign tax credit, the later isn't. See IRC 904(b)(1): US citizens foreign tax credit only allowed for "income, war profits, and excess profits taxes" ... it does not say property taxes. This is probably an area you should seek professional guidance from a tax attorney, CPA, or enrolled agent to be sure.
