That’s entirely possible.
Even if you’re eligible for the adjustment as a service member, all that it will do is lower your taxable income.
If your taxable income is already zero, it will make no difference.
To see your taxable income, look at your Tax Summary in TurboTax Online:

In the Tools Center pop-up, select View Tax Summary under Other helpful links
Moving expenses would appear as Adjustments to income.
If, before inputting moving expenses, your taxable income was already zero, the expenses would have no effect.
