I had the same issue when filing my 2021 taxes in February of 2022.
After being rejected by the state I had to go back to the Federal forms and delete charitable donations on the deductions and credit page. I then re-entered the same information on the Federal forms ran a Federal review and then went to State, ran review and Efiled and it as accepted. I had been rejected twice before deleting and re-entering information.
