The only way to get a reimbursement of Pennsylvania tax for 2021 is to file a nonresident return with zero income sourced in the state. Then, you will get a refund of state tax withheld.
As per the City of Philadephia, starting in November 2021, Wage Tax refund requests must be submitted through the Philadelphia Tax Center. This includes all income-based and Covid-EZ (non-residents only) refunds. You don’t need a username and password to request a refund on the Philadelphia Tax Center.
The special form created for this purpose is not yet available for 2021. When the form and instructions are ready, it will be linked Wage Tax Refunds.
