I understand your frustration on not receiving your tax refund within the usual time frame.  This year IRS is taking longer than usual to process tax returns.  I'm including a link to an article that suggest you call IRS or to check the Where's My Refund portal on the IRS website.  The IRS phone lines are very busy so you may have a hard time getting through to a real person.

You also asked about the child rebate check and how to go about getting them.  I'm not familiar with a "child rebate check".  However, there is a new Advance Child Tax Credit payment to eligible taxpayers starting in July to December 2021.  Check this link to get additional information.

IRS is using the 2020 tax return to determine who is eligible to receive the Advance Child Tax Credit.   If you do qualify and have not received your July payment, here is a link to the IRS frequently asked questions.

The Advance Child Tax Credit payments are so new, I'm sure IRS will issue more guidance in the near future.
